Food and drink outlet
Use Definition
Food and drink outlet means the use of premises for—
(a) preparing and selling food and drink for consumption on or off the premises; or
(b) providing liquor for consumption on the premises, if the use is ancillary to the use in paragraph (a).
Examples:
Bistro, café, coffee shop, drivethrough facility, kiosk, milk bar, restaurant, snack bar, takeaway shop, tearoom
Excludes:
bar, club, hotel, shop, theatre, nightclub entertainment facility
Development Zone
If (a) located on government owned or controlled land; and (b) conducted in association with, and subordinate to a community use, educational establishment or hospital on the same site; and (c) not involving an activity that requires a liquor licence; and (d) the total gross floor area of the food and drink outlet does not exceed 100m2, acceptable subject to requirements:

If expanding the total use area of an existing shop by less than 50m2 requiring: (a) no building work; or (b) minor building work, accepted subject to requirements:

Where the use does not require a liquor or gaming licence, code assessable against:

If for a site with existing centre and entertainment activities and requiring: (a) no building work or minor building work; and (b) the use does not require a liquor licence, accepted subject to requirements:
If a new use less than 100m2, or expanding an existing use by less than 50m2 where: (a) a site with existing centre and entertainment activities; and (b) requiring no building work or minor building work; and does not require a liquor licence; and (d) does not include a drive-through, accepted subject to requirements:
