Planning Schemes and Infrastructure Charges

The City of Mount Isa Planning Scheme 2020 is a dynamic and evolving guide that shapes how land, buildings, and structures are used and developed across the Mount Isa Region. It ensures development happens in the right places, supports infrastructure growth, and fosters a diverse economy while preserving the region’s values and way of life. The scheme is built on community aspirations and reflects ongoing stakeholder engagement to drive continuous improvement.

Mount Isa City Council adopted the City of Mount Isa Planning Scheme 2020 on 12 February 2020 and subsequently the scheme commenced on Monday, 9 March 2020.

 

SUPERSEDED PLANNING SCHEME

A superseded planning scheme is created every time a new planning scheme or planning scheme amendment is published.

AMENDMENTS

Council is dedicated to keeping the City of Mount Isa Planning Scheme 2020 dynamic and adaptable to evolving community needs, legislation, policies, and other influencing factors.

This is achieved through continuous community engagement, research, and regular updates to improve and refine the planning scheme.

Amendments can take anywhere from 1 to 5 years, depending on their complexity and scope. Each amendment involves thorough research, community consultation, and review by the Council, the public, and the Department of State Development, Infrastructure, Local Government, and Planning (Queensland Government).

The Planning Act 2016 and the Minister’s Guidelines and Rules outline the process the Council must follow to create or amend the planning scheme.

A Major Amendment to the Planning Scheme will be undertaken in 2026-2027, with a separate consultation period at this time.

The City of Mount Isa Planning Scheme 2020 serves as a blueprint for managing growth in Mount Isa over the next 20 years. To keep the Planning Scheme relevant to changing community needs and legislation, it should be regularly reviewed and updated through amendments that can either be minor or major.

Over the past six years, the Planning Scheme has supported development across Mount Isa, while also highlighting areas for improvement. At the same time, Mount Isa—like many regional Queensland communities—is facing increasing housing pressures, including limited supply and an ageing housing stock. These challenges are affecting affordability, workforce attraction and overall liveability.

Council is now working to improve the planning framework, with a strong focus on housing. The updated Planning Scheme will:

  • support actions from the Local Housing Action Plan (March 2023)
  • make it easier to provide more types of housing
  • remove unnecessary barriers to building new homes
  • make the planning scheme clearer and easier to use

INFRASTRUCTURE CHARGES

As part of the development assessment process, the Council imposes infrastructure charges on developments that increase demand on trunk infrastructure networks, including subdivisions (reconfiguring a lot), material changes of use, or certain building works. These charges are typically collected during the development assessment process.

These fees help fund the expansion, maintenance, and replacement of public trunk infrastructure, ensuring that new developments contribute to the additional demand they create.

Council has adopted an Infrastructure Charges Resolution(PDF, 536KB) in accordance with the requirements of the Planning Act 2016.

Under thePlanning Act 2016, council is obligated to keep a register of all the Infrastructure Charges levied by council.
